Michael J. Jenkins, B.E.Sc., P.Eng.
President
Michael brings over 21 years of automotive safety engineering and testing experience, including over 16 years of forensic engineering experience within the field of collision reconstruction. He has been involved in over 1200 collision investigations involving automobiles, motorcycles, recreational vehicles, pedestrians, and cyclists. He specializes in staged or fraudulent collisions, automobile and motorcycle fitness assessments, vehicle electronics and Event Data Recorder interrogation and analyses, and nighttime and reduced lighting visibility studies. Michael is a licensed Professional Engineer, a member of the Canadian Association of Technical Accident Investigators and Reconstructionists (CATAIR) and an associate member of the Canadian Association of Special Investigation Units (CASIU).

He has been qualified to give expert evidence in the field of Accident and Collision Reconstruction in the Ontario Superior Court of Justice and the Ontario Court of Justice for both Civil and Criminal matters, in the Ontario Provincial Offences Court, in the Ontario Provincial Small Claims Court, in the Financial Services Commission of Ontario (FSCO), and before the Ontario Licence Appeals Tribunal. He has also been qualified to give expert evidence in the fields of Black Box Technology and Automotive Mechanical Fitness in the Ontario Court of Justice and in the fields of Automotive Engineering, Mechanical Engineering, and Staged and Fraudulent Collisions before the Ontario Licence Appeals Tribunal.

Djordje Miholjcic, B.A.Sc., P.Eng.
Senior Associate
Djordje has over 7 years of experience in the field of collision reconstruction and has conducted over 500 technical investigations of motor vehicle collisions involving automobiles, heavy trucks, motorcycles, recreational vehicles, pedestrians, and cyclists. Djordje’s expertise also includes high and low speed impact analyses, staged or fraudulent claims, autonomous vehicle technology, and the retrieval and analysis of both passenger vehicle and heavy truck Event Data Recorders.

Djordje is a licensed Professional Engineer in the province of Ontario, a member of the Canadian Association of Technical Accident Investigators and Reconstructionists (CATAIR), and a member of the Society of Automotive Engineers (SAE). Djordje is also a published author for an SAE technical paper on autonomous vehicle technology. Djordje has worked with many of Canada’s largest insurers as well as Ontario’s top law firms on cases in the Ontario Superior Court of Justice.

Meimei Fong, H.B.Sc.
Operations Manager

Meimei is a professional Operations Manager and is responsible for managing the organizational processes that maintain and improve quality, productivity, and efficiency. She is an invaluable member of Impact Forensics, providing technical and systems support, managing website and marketing initiatives, compiling/analyzing company data, and managing client relationships.

Meimei holds a Bachelor of Science from the University of Toronto and has several certifications including a Certificate in Project Management, Google AdWords, and SEO. Meimei has achieved success with well-established organizations such as the University of Toronto, Ontario Black History Society, and the University Health Network.

Eli Melnick, M.A.Sc., AST 310S, P.Eng. (Ret.)
Consultant

Eli has a unique background in engineering, automotive service, and insurance investigations spanning more than 43 years. He has a Master of Applied Science in Electrical Engineering from the University of Toronto, an Inter-Provincial Automotive Service Technician Certificate (AST310), an Automotive Service Excellence (ASE) L1 Certificate in Ontario and is a retired Professional Engineer within the province of Ontario. Eli uses his extensive knowledge of automotive systems to diagnose and investigate electrical and mechanical failures, primarily within the insurance community. His specializations include engine, electrical, and fuel system failures, vehicle flooding, and mechanical fitness assessments.

As a current member of the Ontario College of Trades Complaints Committee and former member of the Ontario Ministry of Colleges and Training Industry Advisory Committee, the Federal Red Seal Program for Automotive Service Technician certification, the Vehicle Safety Standard Inspection Program for the Ministry of Transportation Ontario, and the Drive Clean Industry Focus Group for the Ontario Ministry of the Environment, Eli brings a wealth of experience in automotive safety, regulations, and service.

Russell Brownlee, B.Sc., M.A.Sc., FITE, P. Eng.
Consultant, Transportation and Road Safety

Russell has over 22 years of experience in the areas of road user safety, pedestrian and cycling safety, rail safety, transportation engineering, and transportation planning. Russell is a recognized expert in undertaking in-service safety reviews of transportation facilities, for the Ministry of Transportation in Ontario, and for many regions and major municipalities in Ontario. At True North Safety Group, Russell focuses on safety consulting services and independent forensic investigations relating to transportation facility design, construction, operations, and maintenance. He has been qualified as expert in transportation engineering, road user safety, road maintenance, winter maintenance, and site design in the Superior Court of Justice of Ontario.

Russell is an active member of the Institute of Transportation Engineers (ITE). He was the Canadian District Director and represented Canada on ITE’s International Board of Direction. In addition, he chaired Transportation Safety Council Executive Committee, and the Expert Witness Council Executive Committee, and was a past member of the Traffic Engineering Council Executive Committee. For the past six years, Russell has been the Consulting Engineers of Ontario’s (CEO) appointee to the Ontario Provincial Standards (OPS) Traffic Safety Committee. Through his involvement ITE/CITE, the OPS Traffic Safety Committee, and the Road Safety Committee of Ontario (ROSCO), Russell maintains a working knowledge of current trends, policies and practices, and improvement alternatives in the area of traffic engineering and road user safety across North America.

Alexandre Nolet, M.Eng., P.Eng.
Consultant, Transportation and Road Safety
Alexandre is a transportation safety engineer with True North Safety Group. He has over 8 years of experience in the transportation consulting industry where his focus has been on transportation safety, collision analysis, rail safety, and risk management. Alex provides independent opinion to legal matters related to the design, construction, operations and maintenance of transportation facilities including intersections, interchanges, highways, walkways/trails, bicycle infrastructure, and railway crossings.

Alexandre has been involved in several in-service road safety reviews and road safety audits for various road jurisdictions throughout Ontario and Quebec. He is currently the lead investigator for the rail safety assessments in the City of Mississauga and Halifax Regional Municipality. Alex has completed over 200 at-grade rail crossing reviews in the past two years in Ontario, Quebec, Nova Scotia, Alberta, and British Columbia. Alexandre He is on the board of directors of the Canadian Association of Road Safety Professionals (CARSP) and a member of the Institute of Transportation Engineers (ITE). He currently leads a CITE committee completing a state-of-the-practice review of accessibility guidelines in Canada.
